Topic: Received I-130 petition approval on concurrent application. Normal?

I filed a concurrent application with I-130 and 485 for my parents and just received a I-130 approval for one of them. It seems like a standard notice that says the beneficiary can now file for I-485. Is that normal for a concurrent filing? I130 approvals are also sent out for concurrent applications?
